Rules and Qualifications

The nominee must be (or must have been, at the time of the incident) a law enforcement officer, firefighter, or EMS provider. The determination of who is a law enforcement officer, firefighter, or EMS provider is based upon the definitions found in Idaho Code.

The qualifications also state that, while in the performance of duty, the nominee must have performed with exceptional meritorious conduct, which may have resulted in either death or serious injury. The officer, firefighter, or EMS provider must be on duty and acting in an official capacity. Injured or killed in the performance of duty means that the death must have resulted from his or her employment as a law enforcement officer, firefighter, or EMS provider. The performance of the duty must have occurred while the nominee was undertaking enforcement action while acting in the line of duty or fulfilling responsibilities as a law enforcement officer, firefighter, or EMS provider.
